Request for Expressions of Interest – Consultant​SHUKALB has received financing for a Grant titled “Strengthened Responsive Services to the WSS Sector-Specific Needs in Albania through Capacity Development and Advocacy Activities” in the frame of the project Regional Capacity Development Network (RCDN +) for Water and Sanitation services in SEE.

The project “Regional Capacity Development Network (RCDN) for Water and Sanitation Services” aims at increasing the effectiveness and efficiency of the Associations of Public Utilities (APUCs) and of Local Governments (LGAs) in the six Western Balkan countries, which contributes to better service provision for and by their members, ultimately allowing to deliver equitable, safely managed drinking water and sanitation services to the population, in line with international standards.

The overall objective of this assignment is to strengthen SHUKALB’s advocacy and policy dialogue efforts on two important topics for the water sector in Albania, namely (1) the human resource management and (2) wastewater management through mobilizing two expert working groups representing the key water sector stakeholders in Albania.

The specific objectives of the assignment are to:

Establish an Inter Institutional Working Group for Human Resources Management (IIWG-HRM) in the water sector in Albania.
Engage the IIWG-HRM into a policy dialogue through two scheduled meetings
Establish an Inter Institutional Working Group for Wastewater Management (IIWG-WWM) in the water sector in Albania.
Engage the IIWG-WWM into a policy dialogue through two scheduled meetings
Develop a Position Paper on a specific topic deriving from the discussions of the IIWG-HRM/ IIWG-WWM.

SHUKALB invites eligible and qualified consultants to indicate their interest in undertaking this assignment. Interested consultants must provide information indicating that they possess the required competences to perform the services, and must submit an Expression of Interest, along with the detailed CV, indicating all past experience and similar assignments, as well as the contact details (email and telephone number) and a Financial Proposal that indicates the all-inclusive daily fee in euro.

The proposal must be submitted in the English language by e-mail, at training@shukalb.al, by 2 September 2024.
